In early 2024, SOYUZ Scaffolding Plant received a ST-1 certificate of origin. This document is issued by the Chamber of Commerce and Industry of the Udmurt Republic and proves that all products of the plant - SOYUZ professional scaffolding - are fully made in Russia from domestic raw materials. Thanks to this certificate, our company was included in the register of Russian manufacturers of industrial products kept by the Ministry of Industry and Trade of Russia. Inclusion in this register proves the localization of manufacturing in Russia and entitles manufacturers to participate in procurement and tenders under Federal Laws 44-FZ and 223-FZ.
Preparations for certification began in November 2023. Employees of the plant prepared a package of documents required for product certification (obtaining a certificate of origin of goods in the Russian Federation - ST-1), including the following documents:

basic documents about the company (registration and statutory documents);

documents evidencing the availability of necessary production facilities, manufacturing equipment, and the number of personnel involved in production;

documents used for manufacturing (design and process documentation);

documents evidencing the purchase and processing of materials and components from Russian manufacturers with relevant certificates and quality records.
A total of 42 documents with 1250 pages were submitted.
The experts of the Chamber of Commerce and Industry of the Udmurt Republic examined the documentation and activities of the company, including an on-site inspection with photo recording of the declared production facilities, equipment and availability of design and process documentation on site.
Receipt of ST-1 certificate and inclusion of our products in the register of the Ministry of Industry and Trade of Russia are important events for SOYUZ, because it will allow us to expand sales markets, open new opportunities for participation in tenders and procurement procedures, and strengthen the confidence of partners and customers.

For reference
ST-1 certificate of origin. It is issued for products exported from the Russian Federation to the member states of the Agreement on the Establishment of a Free Trade Zone (CIS) of 15.04.94. The participants of this Agreement are Russia, Azerbaijan, Armenia, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan. The Free Trade Agreement stipulates that goods produced in or imported into the above states have VAT exemptions subject to ST-1 certificate of origin. ST-1 certificate has a validity period of one year from the date of issue.
The Register of Domestic Industrial Products was created by the Ministry of Industry and Trade to implement Russian Government Resolution No. 616 dated 30.04.2020 and Russian Government Resolution No. 617 dated 30.04.2020. It is intended for industrial products that are manufactured within the state. The main function of such a base is to support measures for Russian goods. In order to be included in the register, it is necessary to prove that the goods are manufactured in the Russian Federation.
